1. Purpose
of the position
The
position is a senior level management of Disaster management. It has
responsibility for the effective administration of Disasters through all
entire of southwest of Somalia on based on the principles and gridlines of the
ministry humanitarian & Disaster management.
Also the
director should be aware anticipate potential threats from a range of sources,
including natural disasters and other emergencies. the director use relevant
data in order to identify threats to the southwest state of Somalia also work
for and then create plans to minimize the risks from those threats or, when
possible, eliminate them.
Responsibilities
· Devise
policies and plans for emergency and disaster preparedness;
· develop
policies, plans and system for natural or man-made disasters and ensure their
execution;
· Storage
or making available in other way of needed materials of all kind;
· establishing
and supporting regional and district emergency committees;
· Organizing
regular emergency exercises by liaising and coordinating between the government
and disaster aid agencies and NGOs;
· Ensuring
community disaster awareness which inform people about how to prepare for
natural disasters and emergencies, in cooperation with concerned NGOs and
agencies.
· The
department should also coordinate the aid distribution for the afflicted areas
(Operation centre);
· Monitor
the participatory and equity of aid distribution on a regular basis;
· Receive
emergency information from all districts and regions on a daily basis;
coordinate civil protection schemes and fire-brigade capacities together with
Ministry of Security;
· Design
and administer emergency or disaster preparedness training courses that teach
people how to effectively respond to major emergencies and disasters.
2. Qualifications
and Training
· A bachelor`s degree in a
discipline such as emergency response, disaster planning, public
administration, or business administration.
· Computer
literacy and familiarity with word processing, internet, and excel. – essential

Experience
· At
least three (3) years of work experience in rural/community development and
emergency response background including one year of work experience in
community-based disaster management;
4. Competencies
· Knowledge
of the local community and able to communicate in local languages.
· Ability
to collate and analyse often complex information.
· Ability
to disseminate detailed information in a clear and concise manner.
· Ability
to work independently and as part of a team.
